[Openspace] Geoda - windows vista

The most recent news is that we're about to release OpenGeoDa for Vista. It's 
currently in the pre-release testing phase. If you want to be a pre-release beta 
tester for OG-Vista, let me know - otherwise we'll make it available within the 
next weeks. Julia
