I do this in R, works quite fast:
library(foreign)
#Reads the .dbf:
data <- read.dbf("yourshapefiledbf.dbf")
#Adds an Object ID to every row of data:
data$OBJECTID <- seq(nrow(data))
#Writes the dbf back.
write.dbf(data," yourshapefiledbf.dbf",T)
