[Openspace] geolocator

Dear list members,
I am trying to gelocate the cities of the NBER patent dataset using the
US Census gazetteer and the ArcGis geolocator, but so far the matching
is quite poor (around 50%). Essentially, I just need to match the city
names of NBER dataset with the ones listed in the Census gazetteer. Has
anyone done it before? Is there any free geolocator (i.e., name matching
application) which works better than ESRI one? Or should I insist with
latter?
