[Openspace] Ukraine

Dear List,
We're searching for a shapefile which contains simply the 27
administrative regions of the Ukraine. I've found one source, which
would charge me over 1,000 Euros, but as this is for an academic journal
article we are unable to justify this expense. Could anyone recommend a
viable alternative please?
