The extension on the 20M/data/NUTS_2003_20M.mdb found at the web link 
suggests that it is a proprietary ESRI ArcGIS Personal Geodatabase, 
actually an extended Access file, using Access tables in a special way to 
hold the geometries.

If you would like to convert it to a shapefile for GeoDa, you can either 
convert it in ArcGIS, or download FWTools from www.gdal.org, and use the 
ogr2ogr command line utility, or use another file format converter for GIS 
vector data.

Notice that GISCO probably doesn't know the difference between a personal 
geodatabase and a shapefile, or at the least should revise its site to say 
that they are now using a much less portable format than previously.
