[Openspace] GeoDa Map - NUTS-II level (EU-25)

Hi,
I  am the one who placed that question sometime ago. Unfortunately I 
couldn´t get the maps from the sources I was referred to.
I know that there is a software program of mapping design from which the 
maps are built.
However I don´t know if it is necessary to use that software (whose name I 
do not know) or if Geoda is capable to built the maps.
