[Openspace] GeoDa Map - NUTS-II level (EU-25)

Hi,

I want to use NUTS-II level data (including a map) with GeoDa but I
still do not know how to.
Recently, someone asked the same question. He was referred to the
following website: 

http://epp.eurostat.ec.europa.eu/portal/page?_pageid=2254,64099847,2254_64185160&_dad=portal&_schema=PORTAL

Unfortunately, I was not able to open it with GeoDa.
Moreover, I am interested in NUTS-II level data for the EU-25.

Can anybody help me?
