[Openspace] GeoDa and Vista

We've been getting some reports from folks having trouble installing
GeoDa on Vista systems. We're trying to figure out to what extent
this has to do with some old libraries or with our old Installshield
installation program. Does anybody have any *good* experiences
getting GeoDa to run under Vista?

The new OpenGeoDa should be a fix to all these issues, but it's
behind schedule and we aren't quite there yet.
