[Openspace] Geoda installation on Vista

Hi Melissa,

We received several reports before yours from people who weren't able to run GeoDa on Vista (GeoDa was originally designed to run on Windows up to XP). The problem seems to be with the library installation (see appendix C of the GeoDa user manual). I remember going through several steps of troubleshooting with Vista beta testers without success.
