[Openspace] Problems with .gal files

Soma,

It might be fastest to simply create a new weights matrix in 
GeoDa since it only takes a few seconds. 

In GeoDa, go to Tools-Weights-Create, specify your input and 
output file names, select a unique ID (e.g. FIPS code), 
choose your type of weight (contiguity/distance/k-nearest 
neighbor) and choose "Create." You can then look at the 
weights characteristics of your matrix to make sure 
everything is as expected.
