[Openspace] Problems with .gal files

Hi,
I had downloaded the .gal & .gwt files for 
US counties from the Weights Archive at SAL. But when
I'm trying to open them using GeoDa, I keep getting a
message that says "the dbf file in the 1st line of
your gal file doesn't exist!" I have also checked the
gal file by opening it in Notepad & everything seems
o.k.
What does this message mean?
Is there any way to correct this?
