[Openspace] problem

Hello,

I was hoping that somebody might be able to help with my problem.  I'm sure 
others have run in to it plenty of times.

I've recently downloaded the United States shapefile from the Tigerfile 
link off of the Census website.  I dissolved the boundaries by state so 
that in the end I only had one boundary and one line in the attribute table 
for each state (prior to this each island off the coast of California had a 
separate boundary and line in the attribute table).  While using the latest 
version of GeoDa (version 095i) I created first order rook weights using 
this file.  However, when creating a histogram of the weights file, I found 
that some of the states had a weight of zero.  Upon further investigation, 
I found that the number of neighbors computed by the weights was 
incorrect.  I assume something is wrong with the shapfile.  Is there 
anything I can do to fix this?
