[Openspace] The algorithm to generate spatially random simulated data sets outlined in Anselin (1986).

I have working quite intensely with GEODA over several days.And I=
 admire the developer for the powerful function and great=
 efficiency of this software.When I calculate the Moran=A1=AFs I=
 based on a permutation approach(the number of random permutation=
 is 999),the runtime is too short beyond my expectation.

What I am wondering is how to calculate a reference distribution=
 for spatially random layouts with the same data (values) as=
 observed.I found the following introduction in the tutor of=
 GEODA93(p102 of geoda093.pdf) . "The randomization uses an=
 algorithm to generate spatially random simulated data sets=
 outlined in Anselin (1986)." How can I see this article of Pro.=
 Anselin(1986)? Or how can I get the algorithm to generate=
 spatially random simulated data sets? Using Monte Carlo?
