What about the "MSXBSE35.DLL failed to register"?
Has anyone solved that as well?

The message ""Error 1904.module c:\winnt\system32\MSXBSE35.DLL failed to 
register. HRESULT. Contact your support personnel." appears during install.
Geoda finishes installing but then another error message appears when 
opening the sample shp files: "Program Error: GeoDa0.9b.exe has generated 
errors........."
